1. Regulatory Framework & Scope
PAYMASTERS OÜ strictly adheres to the legal standards established under European Union Anti-Money Laundering Directives (Directive (EU) 2015/849 – 5AMLD and Directive (EU) 2018/1673 – 6AMLD), alongside the Estonian Money Laundering and Terrorist Financing Prevention Act.
As an independent administrative facilitator and prime contracting desk, PAYMASTERS OÜ enforces a zero-tolerance policy regarding illicit financial activities, sanctions evasion, money laundering, and terrorist financing. All transactions, counterparties, and commercial intermediaries routed through our administrative desk undergo mandatory preliminary compliance audits before institutional submission.
2. Customer Due Diligence (CDD) & KYC Standards
Every prospective client, applicant, and commercial intermediary must complete our multi-layered KYC verification process. No administrative facilitation or desk routing commences prior to full identity verification.
Corporate Entity Verification: Certified copies of Certificate of Incorporation, Articles of Association, Certificate of Good Standing, and commercial register extracts verified within 90 days.
Ultimate Beneficial Ownership (UBO): Identification and verification of all natural persons holding directly or indirectly 25% or more of ownership, equity, or voting rights.
Director & Signatory Identification: Government-issued photographic identity documents (Passports, National ID Cards) and verified Proof of Address (utility bills or bank statements issued within the last 3 months).
Corporate Resolution: Board resolutions or official power of attorney (POA) authorizing designated signatories to engage with PAYMASTERS OÜ.
3. Enhanced Due Diligence (EDD) & Sanctions Screening
Transactions involving complex cross-border trade finance instruments (Documentary LCs, SBLCs, Bank Guarantees) or non-standard structures are subject to Enhanced Due Diligence (EDD):
Sanctions & Watchlist Screening: Real-time counterparty screening against international sanctions databases, including the EU Consolidated Financial Sanctions List, OFAC (US), UN Security Council Sanctions, and UK HM Treasury lists.
PEP Assessment: Rigorous evaluation to identify Politically Exposed Persons (PEPs), their immediate family members, and known close associates.
Source of Funds & Wealth (SOF/SOW): Audited commercial records, underlying trade contracts, pro-forma invoices, and verifiable banking proofs confirming lawful origin of capital.
4. Non-Circumvention, Integrity & Intermediary Protocol
To ensure institutional legitimacy across our global network:
All intermediary representatives must operate under fully executed, legally binding Non-Circumvention, Non-Disclosure & Working Agreements (NCNDA).
Submission of unverified or fraudulent documentation results in immediate termination of administrative engagement and necessary escalation to relevant compliance databases.
PAYMASTERS OÜ does not accept or hold client funds on deposit and maintains strict operational segregation between administrative facilitation and licensed banking execution.
5. Document Retention & Data Protection
All compliance dossiers, identification records, transaction verifications, and audit trails are securely retained for a statutory minimum period of five (5) years in compliance with EU GDPR requirements and Estonian financial recordkeeping regulations.
